Kebjana Haka is an experienced project development and international cooperation expert with over 15 years of professional experience in EU-funded programmes, capacity building, and institutional development. She has extensive expertise in Erasmus+, IPA Cross-Border Cooperation, Interreg, and other international donor-funded initiatives, working closely with higher education institutions, public authorities, civil society organizations, and international partners across the Western Balkans and the EU. She currently serves as Executive Director of the Center for Education and Development (CED) and as a Project Manager within the Office for Project Development and Partnerships at the European University of Tirana, where she leads the design, coordination, and implementation of complex national and international projects. Her work focuses on higher education modernization, vocational education and training (VET), digital education, youth policies, governance, and skills development. Kebjana has previously worked for more than six years at the Ministry of European Integration of Albania, where she held roles as an expert in IPA Cross-Border Cooperation programmes, contributed to project evaluation and quality assurance, and served as a member of Joint Steering Committees responsible for assessing EU-funded project proposals. She also provided technical assistance for the implementation of CBC programmes between Albania and neighboring countries. Kebjana holds a Master’s degree in Executive Governance and a Bachelor’s degree in Social Sciences (Philosophy–Sociology). She is fluent in Albanian, English, and German, with very good knowledge of Italian. Through her work, she remains committed to promoting education quality, inclusive policies, regional cooperation, and sustainable socio-economic development.
